Program Tracks 

Each intervention under the Umbrella Fund is implemented through tracks—targeted, time-bound calls for proposals that invite local organizations to lead catalytic solutions. 

Tracks are how the Fund puts strategy into action. They translate sector-specific objectives into structured, locally led programming. 

Each track is:

Thematic

Tied to a specific intervention outcome (e.g., training, systems strengthening)

Competitive

Based on an open or invited call for concept notes 

Collaborative

Implemented with technical, academic, and public partners

Time-bound

Typically six months in duration, with flexibility based on context

This track served as a diagnostic investment to test subnational capacity and inform future track design. Selected organizations proposed pilot solutions to local data gaps.
